But when two years were fulfilled, Felix was succeeded by Porcius Festus, and desiring to gain favor with the Jews, Felix left Paul in bonds.

(27) But after two years passed, Felix received a successor and Porcius (Swinish) Festus (Festival) wanted to do the Judeans a favour and so Felix left Paul tied down.

[27] Two years passed this way, until Porcius Festus succeeded Felix as governor. Felix, still seeking to curry favor with the Jewish leaders, left Paul in prison – a final act of political expediency over justice.
